Terrorism bill misses the target - Lord Goodhart

12.00.00am GMT Mon 16th Jan 2006

Commenting ahead of the Report Stage of the Terrorism Bill, Liberal Democrat Shadow Lord Chancellor, Lord Goodhart, said "Some elements of this Bill will genuinely improve our country's security. However, we oppose those parts of the Bill which unjustifiably restrict freedom of speech or will alienate ethnic minorities, or may lead to people being convicted of encouraging terrorism when they never intended to do anything of the kind.

"The Bill has been severely criticised by Parliament's all-party Joint Committee on Human Rights, and by the UN High Commissioner for Human Rights.

"Once again, the Government is shooting before it has decided what it is shooting at."
