Today at Prime Minister's Questions, Sir Menzies Campbell MP, leader of the Liberal Democrats, challenged the Prime Minister over doubts that the UK would meet its target of a 20% reduction in carbon dioxide emissions by 2010.

Sir Menzies highlighted the apparent confusion in Whitehall over the Government's ability to meet emissions targets. Sir Menzies pointed out that "the Department of Environment says we must, the Department of Trade & Industry says we can't.' He added, 'Who is right, and who is going to win?"

The Prime Minister admitted it would be 'highly challenging' to meet the target.

Sir Menzies also asked the Prime Minister why the government has not implemented many of the low carbon solutions in 2003's Energy White Paper.
