Prison service in crisis - Clegg

Responding to criticisms of Britain's prison service by the Lord Chief Justice, Lord Philips, Liberal Democrat Shadow Home Secretary, Nick Clegg MP said "Lord Philips is quite right to highlight the crisis in our prisons. They are overpopulated by offenders who could be more effectively punished and rehabilitated in the community, while at the same time dangerous offenders are sometimes released when they still pose a risk.

"With re-offending rates now amongst the highest in the western world, Lord Philips is right to call for new thinking."
