Commenting on reports that dangerous prisoners have been moved to open prisons in order to alleviate overcrowding in secure facilities, Liberal Democrat Shadow Home Secretary, Nick Clegg MP said:

"Open prisons are not really prisons at all. They are, in effect, half-way houses for offenders who are making their way back into society.

"I have spoken to prison governors who privately believe it is an outrage that longstanding risk assessment procedures are being overruled in a way which undoubtedly puts the public more at risk."
