On the spot fines should not be excuse for offenders - Clegg

Commenting on the Home Office's announcement that it is considering making more offences punishable with an on-the-spot fine, Liberal Democrat Shadow Home Secretary Nick Clegg MP said:

"The convenience of on-the-spot fines should never become an excuse for allowing offenders to evade prosecution. Conviction rates are at an all time low; this trend is only set to continue if the government aggressively expands so called summary justice."
